Police: Only a Trickle of Handguns Registered

D.C. police say nearly 200 people have picked up firearms applications now that the city's handgun ban has been lifted, but fewer than 20 have begun or completed the registration process.
  
Police spokeswoman Traci Hughes says 195 people have picked up application packets, three people have completed the registration process and 12 others are waiting for final approval.
  
Hughes says one handgun application was denied because the person had a criminal record, and two handguns were confiscated because the applicant or gun didn't meet city requirements.
  
Police say guns that have been registered were either stored outside D.C. during the ban, or were kept in the city illegally by residents and are now being allowed under an amnesty program.
