Health officials in Philadelphia say they have no choice but to give children condoms. The city has the highest rate of sexually active children younger than 13-years-old.

Many of them have contracted sexually transmitted diseases .

As part of a new campaign by Philadelphia’s health department, free condoms and instructions are given to children as young as 11-years-old.

Officials are saying that children are having sex, so they must be protected. They’re hearing about kids who are cutting school to go to someone's house and have sex, in some cases have little mini-orgies. A lot of this will take place in the school yard. It might take place in the bathroom.

Experts say it has less to do with what they are watching on TV and seeing online and more to do with poverty and parenting. Unfortunately a lot of them don't have a lot of supervision, especially adult supervision.

Among big cities Philadelphia has the highest number of sexually active youth in the nation and the highest that become sexually active before the age of 13.
