It's a case of he said, she said. The mom in cell phone video, who’s identified as Kelly White, appears to encourage her son to beat up a so-called bully.
Christian Johnson says he was in the crowd of people watching the fight go down. He also says he's been pushed around by the so-called victim, the boy seen pinned to the ground in the video.
"She was saying fight him, he came up here and stood up against you. Now fight him," said Johnson.
Baltimore County police have announced several charges against White, including 2nd degree child abuse and 2nd degree assault. The cell phone video surfaced last week, showing one boy choking another and the mother apparently encouraging her son to stand up for himself by throwing punches.
We took the video to Dr. Sharon Stephan, a child psychologist at the University of Maryland School of Medicine.
"We encourage parents not to instigate or to get the child to try to stick up for himself, but rather to go to the school authorities, to go to the local authorities if things become aggressive or that they feel their child is being threatened," said Dr. Stephan.
Dr. Stephan says it's normal for the "mama bear" instincts to kick in, but the anger should never instigate a fight.
"This particular incident is likely to have long-term impact on the child," said Dr. Stephan.
One part of the video shows White getting both boys up; they started fighting again and her son got knocked to the ground.
Dr. Stephan says about 70 percent of school-aged kids will be bullied. Brittany Courtney has been a victim in the same Lansdowne neighborhood.
"People just don't give up. And no matter what the parents do, the kids don't shut-up about it," said Courtney.
Christian Johnson says avoiding fights isn't always easy as a 12-year-old boy, but he expects his parents to turn him in a different direction.
"Wow, how much I feel sorry for this kid. He's on the ground and he's asking his mom for help and she won't help him," said Johnson.
Kelly White did not answer when we knocked at the door.
