CENTREVILLE, Md. - A former Baltimore city police officer who was convicted last month in the murder of his neighbor has been sentenced. Charles "Pete" Richter, 67, of Stevensville, was convicted in Queen Anne's County on second degree murder and a handgun charge in mid-May.
Prosecutors say Richter shot his neighbor, Mark Xander, to death following an argument outside their Stevensville homes in April 2011. Richter was sentenced Tuesday to 25 years in prison for the murder charge and gun violation.
Richter served as a Baltimore city cop in the 1970s and 1980s. He also ran failed campaigns to become Sheriff of Queen Anne's County.
