WESTMINSTER, Md. - You can find William Lookingbill, Junior’s picture on the Maryland Sex Offender Registry, but if you had looked for him in recent months at his listed address on Fairground Avenue in Taneytown… you know, the one with the children’s toys in the drive… you may not have found him.
"No. I've never seen him before, and living just across the street, I've never seen him," said Carol Forman.
A convicted pediphile, Lookingbill served four years in prison for raping a young girl in 2002, and now nine years later, he’s been arrested and charged with a similar offense.
For experts who provide counseling and therapy to sexually exploited children, like connie Sgarlata of Family & Children’s Services of Central Maryland, the case raises a number of concerns.
"I guess concerns that there's more victims out there... that this abuser has abused again and what could have been done to try to prevent that," said Sgarlata.
In addition to posting their pictures on-line, Sgarlata says the Sex Offender Unit does random checks on offenders’ homes to insure they’re actually living there.
But a quick check of Lookingbill’s address not only suggests children may frequent the home, but also that kids from throughout the neighborhood may walk through here daily on their way to nearby elementary and middle schools raising even more questions over why monitors would allow him to call this home.
"Yes. I would be concerned,” said Forman, “I don't have any young children. Grandchildren, but not young children. Yes. I would be concerned."
Looking bill is being held at the Carroll County Detention Center with no bail.
