They also saw two small children, later identified as Osterholt’s 10-month-old and 4-year-old.
Police searched the car and found close to 90 grams of marijuana with a street value of $1,900.
Osterholt was arrested and charged with driving while intoxicated and related traffic charges. He also was charged with possession and possession with intent to distribute a controlled dangerous substance.
The children were turned over to their grandmother.
