One Airline Wants to Charge for Carry-on Luggage

U.S. Senator Ben Cardin is co-sponsoring a bill that would limit how much airlines can charge in baggage fees. 

The bill would allow passengers to check one bag for free.  It would also ban the practice of charging for one regular size bag.

U.S. Senator Mary Landrieu from Louisiana is co-sponsoring the bill.

Cardin and Landrieu tried to get the bill passed in April 2010. 

Because airlines are charging for checked bags, more passengers are taking carry-ons. 

The U.S. Travel Association surveyed passengers about what bugs them most about flying.  70% of them said it was people bringing too many carry-on bags through security.

The Transportation Security Administration says screening all of that baggage creates long lines through security.
