"It was like someone had won the lottery,” said one of the teen’s cousins, Laquanna Couplin, “We all rejoiced.  We cried.  We hugged.  We smiled.  We were just so excited to hear that he was finally off the streets."

With the help of U.S. Marshals and the FBI, police captured Parrish as he got out of a car on Belair Road with his girlfriend in front of a 7-11 convenience store.

Investigators say they also received a number of calls to their tip line since police found the teen’s body in a bedroom closet early Tuesday.

Parrish had allegedly raped him and slashed him about his head and neck with a box cutter in addition to stuffing a pillow case down his throat.

"We appreciate everyone's help and it aided us in the swift capture of the suspect," said Baltimore City Police Ofc. Nicole Monroe.

"Has he confessed?"

"Yes, the suspect confessed."

Madison’s family says Parrish had become a fixture at the house… playing cards and watching TV.

Even though he had gotten out of prison earlier this year after serving almost a decade for murder, they had no idea he was capable of this.

"There is not a damn thing he could say to make us feel any better,” said Couplin, “He can't even apologize to me cause it wouldn't mean anything to me.  I really hope that he doesn't get back out to harm anybody else.  I feel like he's where he needs to be forever."

This murder was truly gruesome. If this doesn't qualify for the death penalty, then what does. Taxpayers cannot pay the tab on keeping this piece of trash in jail forever. NO MORE DELAYS. We need a Governor who is not afraid to put these violent criminals to death. Omalley is not the one!!!!
